Manager Supportive Living Program

Position Overview

Reporting to the Executive Director, the Manager of Supportive Living Programs, coordinates and manages the daily operations that honours the vision, mandate, mission, and the sustainable execution of the organization’s strategic plan. The Manager of Supportive Living Programs takes the lead on efficient, effective, and economical implementation of the operations and provides day-to-day oversight of the Supportive Living Program. The SLP Manager will ensure all initiatives are able to respond collaboratively and respectfully to changing needs of the organization. The Manager of Supportive Living Programs will be an active member of the Leadership Circle for The Portal.

Key Responsibilities

Collaborative Planning                                                                 

  1. Provides planning, operational oversight, and evaluation of the program according to the program model, outcomes, guiding principles, policy, and procedures.

  2. Works with Case Managers and Program Coordinators to establish an operational plan that effectively executes the standards, and guidelines for SLP programs.

  3. In partnership with the Manager of Programs, facilitates the alinement of program activities and outcomes with the Vision, Values, Mission, and Guiding Principles of the organization.

  4. Provides an annual report on program outcomes according to funding and organization requirements.


Operational Development and Management    

  1. Ensures that the program has clear goals and objectives to meet the needs of its clients.

  2. Provides day to day direction, oversight, and guidance to the staff and program teams.

  3. Solicits, reviews, and analyzes reports related to the operation, delivery, and evaluation of services.

  4. Keeps records/ stats such as number of youths served, caseloads, capacity, and incident reports, etc.

  5. Works with the Manager of Finance and Property Manager in budget oversight.

  6. Supports the Case Managers and Team Leads in managing crises and emergencies within the homes according to set guidelines and policies of the organization.


Internal and External Relations and Coordination                                                                                                           

  1. Maintains and coordinates effective communications with internal and external stakeholders.

  2. Advises and consults with Management team regarding operational priorities.

  3. Coordinating and partnering with programs and services within the organization and the Community.

  4. Developing opportunities for youth programs/workshops either through inhouse programs or partnering with other service providers. 

  5. In partnership with the Program Coordinators and Property Manager, coordinate:

    1. Activities across program sites.

    2. The food program, with the emphasis on youth engagement.

    3. The decluttering, spring cleanup, yard clean up and the special cleaning needs.

    4. The house tours, and move ins. 

    5. The set up of bedrooms, furniture moves, and room changes.


Service Delivery Standards and defined outcomes.         

  1. Oversees the culture, engagement of clients in the program to maintain the support, dignity, growth, and development of clients.

  2. Oversees the application and intake process to ensure that it is fair, streamlined, thorough, and timely.

  3. Works in collaboration with the Cultural Connector to ensure processes and practices are anti-oppressive, inclusive, and culturally safe for staff and clients.

  4. Ensures the highest standard for client safety, privacy, and advocacy.

  5. Implements the evaluation, improvements, and support of program with the Manager of Programs.


Human Resources and Staff Support                                                                                                      

  1. Works with the HR Manager and Cultural Connector for the recruiting, hiring, onboarding of new staff according to the PYOA HR Guide 2023.

  2. Ensures all leaders, programs, and services comply with the accountability framework of the organization (training, security checks, client protection guidelines).

  3. Develops and monitors with HR Manager key performance indicators (KPIs) for operational staff.

  4. Ensures the effective scheduling of staff, respite, and special program staff to meet program needs.

  5. Implementing internal systems and supports for frontline staff.

  6. Responding to the operational day to day needs of staff.

  7. Works with Management Team with key HR Policies: Safety in the Workplace, Prevention of Violence. Conflict Resolution Policy/Process, Anti-Black Racism, and the Grievance Policy.


Policy Management                                                                                                                                                      

  1. Oversee the emergency procedures for the SLP homes.

  2. Partner with the Management Team with:

  1. Reviewing existing policies and procedures annually. Suggests updates to the Board.

  2. Develops program standards and new procedures where required.

  3. Communicates new policies and procedures to employees, provides training where required.

  4. Directs the employee’s implementation of required policies and program standards.

  5. Monitors policies and procedures for effectiveness and compliance.

  6. Ensures all staff have access to PYOA policies and procedures.


Supervision and Support                                                                                                                             

  • Wellness Coordinators (Case Managers)

  • Life Skills Coordinator

  • House Team Leads


Key Capacities

  • Post-secondary or College certificate in a related field to the position

  • Experience developing and establishing innovative community-based programs.

  • Proven track record in leading self, others, and diverse teams comprised of employees, funders, participants, partners, and volunteers with varying skill sets.

  • Ability to motivate, encourage, and provide non-directive coaching and development of people contributing to a healthy workplace culture.

  • Knowledge and experience working in or with diverse and vulnerable populations.

  • Ability to build and maintain collaborative working relationships and partnerships with all internal and external stakeholders in areas of influence and oversight.

  • High ethical standards working with sensitive information in a confidential manner.

  • Proficiency in MS Office

  • Ability to work outside of normal hours as required; valid driver’s license, reliable transportation, and ability to travel within designated area/region as required.

  • Successful completion of a Criminal Records Check/Vulnerable Sectors Check.

  • Understanding of Justice, Equality, Equity, Diversity, Inclusion, trauma-informed, anti-oppressive practice, and other elements of a psychologically safe and human-centered approach to creating and sustaining a healthy workplace culture and sustainable organization.


Job Type: This is a salaried position based on a 37.5 hr work week.

Pay rate: $52,650 annual salary.
